However, prior to the adoption of certain new legislation, consultations will be held with the countries concerned.  The agreement began five years later with its concrete implementation. On 19 June 1990, the same countries met to sign a Convention implementing the Schengen Agreement, which then included: differences between Member States led to an impasse on the abolition of border controls within the Community, but in 1985 five of the ten Member States at the time – Belgium, France, Luxembourg, the Netherlands and West Germany – have signed an agreement on the phasing out of border controls. The agreement was signed on the princess marie-astrid boat on the Moselle, near the city of Schengen, Luxembourg, where the territories of France, Germany and Luxembourg meet.
